Egyptian-Italian alliance targets $10bn mega projects across Egypt, Gulf PCE, RECS Architects partner to deliver 150 projects with focus on integrated design, sustainability
PCE × RECS Architects: A Strategic Alliance Redefining Engineering and Design in the Region
For more than 18 years, Precision Consulting Engineering (PCE) has played a pivotal role in shaping the engineering consultancy landscape across Egypt and the Gulf. Established in 2008, the firm began as a specialized MEP consultancy, steadily building a reputation grounded in technical precision, reliability, and consistent delivery. Over time, PCE evolved beyond its original scope, transforming into a fully multidisciplinary engineering consultancy capable of handling complex projects from concept to completion.
Today, PCE operates across Egypt, Saudi Arabia, and the United Arab Emirates, offering a comprehensive portfolio that includes urban and regional planning, architectural design, structural engineering, infrastructure development, electrical and mechanical systems, telecommunications, and project management. This expansion reflects not only growth in scale, but also a strategic shift toward integrated service delivery—positioning the firm as a key partner in delivering large-scale developments across diverse sectors.
In this context, PCE’s recent strategic alliance with Recs Architects, the internationally recognized Italian design firm, marks a significant milestone. The partnership represents more than a conventional collaboration; it signals a transition toward a fully integrated model that combines engineering execution with global design innovation.
Dr. Walid Sweida, Chairman of PCE, described the vision behind the alliance as an effort to expand the implementation of major projects across real estate and construction sectors. These include residential developments, high-rise towers, hospitality and tourism projects, as well as industrial ventures in Egypt and key Gulf markets particularly Saudi Arabia and the UAE. He emphasized the strategic intent behind the partnership, stating: “We seek to deliver an Italian architectural fingerprint by Egyptian hands, strengthening our local and regional presence by leveraging the advanced European expertise of our Italian partner and deploying it in Gulf markets.”
At its core, the alliance addresses a long-standing challenge in the industry the disconnect between architectural design and engineering execution. By integrating the capabilities of both firms, the partnership creates a unified delivery model where design intent and technical implementation are aligned from the outset. PCE contributes its strength in project management, engineering design, and construction supervision, while Recs Architects brings global expertise in architectural innovation and sustainability.
This integrated approach is particularly relevant in sectors such as hospitality, where projects require both creative distinction and operational efficiency. The alliance has already secured a number of significant developments, including an integrated residential project in Egypt, three projects in Jeddah, and the redevelopment of the Dammam Corniche. In total, the partnership is currently engaged in projects with an estimated value of approximately $10 billion, encompassing around 150 developments across Saudi Arabia and the UAE over the next three years.
Within Egypt, the alliance is focusing on high-impact developments, including towers, residential compounds, and integrated urban communities, particularly in East Cairo, alongside participation in new opportunities within the Administrative Capital. The hospitality sector also represents a key area of growth, with three hotel projects already underway—one in the Sheraton area of Cairo, another in New Cairo, and a five-star hotel in Saudi Arabia in collaboration with an international hospitality brand.
From an operational perspective, the alliance aligns with a broader industry shift toward what can be described as an “international joint house of expertise” model. As highlighted by Eng. Mohamed Farag, CEO of PCE, this approach reflects the increasing need for integrated solutions that combine global knowledge with local execution capabilities. He also noted that the Egyptian market continues to demonstrate resilience and strong potential, even amid evolving geopolitical dynamics.
From the Italian perspective, Dr. Pier Maria Giordani of Recs Architects emphasized the role of sustainability and technology in shaping the future of architecture. The firm’s approach focuses on smart systems, the integration of artificial intelligence in design and construction, and advanced solutions for energy and water efficiency. These elements are becoming essential in meeting international standards and ensuring long-term project value, particularly in rapidly developing markets.
Ultimately, the PCE × RECS alliance represents a forward-looking model for the region—one that bridges local expertise with global vision. By combining precision engineering with innovative design, the partnership is not only enhancing project delivery, but also contributing to the evolution of architecture and engineering practices across Egypt and the Gulf.
